Five by Five originally came from the term used to measure voice procedure over two way radio broadcasting as an indicator of quality and understanding. Radio signal quality is reported on two scales, the first is strength, the second is clarity.
Five by Five is the highest of both scales - the most understandable signal possible.
Today Five by Five by extension has come to mean "I understand you perfectly" in situations other than radio communications.
